Full-cycle recruitment management•Lead the recruitment of all positions from engineers, project managers to technical workers according to project needs, and formulate differentiated recruitment strategies (high-end talent hunting + batch blue-collar recruitment).•Establish a talent pool for the construction industry, cooperate with professional training institutions and vocational schools to ensure a stable supply of technical jobs.•Manage the recruitment, visa (IQAMA), residence permit and renewal process of foreign employees (such as Indian, Pakistani, Nepalese, etc.).Government Affairs and Compliance•Connect with the Saudi Ministry of Human Resources and Social Development (MHRSD), Labor Bureau (MOL) and other institutions to ensure that the recruitment process is 100% in compliance with Saudi labor laws, Saudization and Nitaqat system requirements.•Lead the application of foreign employee quotas, work permits and GOSI social security payments.•Follow up Saudi policy changes in a timely manner (such as the latest amendment to the Labor Law) and formulate internal compliance response plans.Cross-cultural team management•Solve the collaboration problems of multicultural teams (Saudi employees + foreign employees) and organize cultural adaptation training.•Conduct employee satisfaction surveys regularly to reduce the turnover rate of high-turnover positions (such as field workers).
Educational background: •Bachelor degree or above in human resources, engineering management or related fields.Industry experience:•More than 5 years of experience in human resources, including at least 3 years of focus on construction/engineering industry recruitment.•Experience in recruitment for large Saudi construction companies is preferred, and familiarity with the approval process for foreign employees of the Saudi Ministry of Labor.Core skills:•Proficient in job skill standards in the construction industry (such as engineer qualification certification, technical job classification).•Familiar with Saudi government procedures and experience in handling labor disputes.•Proficient in using Saudi government human resources systems such as Planet and Qiwa.•Language skills:•Fluent in English (written and spoken), Arabic is a must, and Chinese foundation is preferred.
