Westlakes Recruit is currently recruiting for an experienced Engineering Manager to support the NEOM The Line project on a permanent basis in KSA.Role Overview:The Senior Manager – Engineering Management is responsible for developing, preparing, and managing project engineering documentation to ensure the successful delivery of all engineering activities. The role ensures that all engineering outcomes are fully functional and compliant with project requirements.Initial projects will include a selection of neighbourhoods in Phase 1 of THE LINE, consisting of approximately 70% - 80% residential developments, with a mix of hotels and community facilities such as schools and police stations.Key Responsibilities:•Develop, implement, and manage.•Engineering strategies and management plans.•Engineering deliverables schedule.•Risk management, stakeholder management, and communication plans.•Reporting plans aligned with NEOM standards and practices.•Provide engineering expertise and guidance to ensure project outcomes effectively support the Project Manager/Director.•Ensure compliance with all NEOM codes, standards, and practices.•Collaborate with stakeholders, cross-functional teams, consultants, contractors, and other project members to achieve project objectives.•Drive project engineering success, foster innovation, and deliver fit-for-purpose engineering solutions.•Monitor and report engineering progress in accordance with management requirements.•Prepare scopes of work and evaluate technical proposals for engineering services and construction works.•Manage and provide all necessary engineering support for assigned projects.Key Accountabilities:•Work closely with the full spectrum of Engineering Design team members.•Manage team performance and project outcomes, ensuring on-time delivery.•Assure that all engineering outcomes align with project objectives.•Plan and oversee engineering activities, ensuring compliance with timelines, budget, and quality standards.•Oversee strategic risk management in the assigned project areas.•Manage resource allocation and procurement effectively.Reporting Structure:•Reports to the assigned Project Manager/Director for day-to-day project-related matters.•Reports to the Director of Engineering Management for strategic and critical engineering matters, project status updates, and personal leave/pay concerns.•Works closely with NEOM sectors and stakeholders to ensure correct engineering outcomes.Rewards & Benefits:•We offer an excellent package, including:•Competitive salary.•22 days of annual leave, plus paid public holidays.•Medical and life insurance coverage.•Company gratuity scheme.•Discretionary bonus scheme.•Annual flight allowance to the point of origin.•Employee Wellbeing Programme – 24-hour free advice from financial, legal, and family care specialists, plus access to health, fitness, and nutrition consultants.
Qualifications & Experience:•Bachelor’s degree in Construction Management, Master Planning, Engineering, or equivalent.•20+ years of engineering experience, with at least 5 years in design management.•Proven experience in steel and concrete projects.•Previous experience in high-rise, bridges, and heavy civil projects.Essential Skills:•Project Management experience within a major contractor, consultant, or developer.•Prior experience working with a Developer company with an in-house Project Management Team.•Strong understanding of residential building design processes.•Analytical problem-solving skills for complex engineering challenges.•Strong negotiation skills for effective project execution.•Leadership experience, managing and coordinating multiple teams across project lifecycles.•Team player with the ability to motivate and educate other team members.•Excellent verbal and written communication skills to engage with a diverse range of stakeholders.•Strong knowledge of concept strategies, development programs, and business cases for large-scale building projects.•Ability to perform under high-pressure environments.•Innovative mindset to develop solutions and ensure successful project execution.Desired Experience:•GCC experience.•Knowledge and compliance with KSA Building Code.•Developer experience.•Strong Project Management background.•Built environment expertise.
