Westlakes Recruit is seeking an Engineering ManagerLocation: Tabuk, KSAWe are supporting the delivery of NEOM’s pioneering urban development and are currently looking for an experienced Engineering Manager to lead multidisciplinary engineering delivery across initial neighbourhoods in Phase 1 of THE LINE.This is a key leadership role, responsible for the full life-cycle planning, execution, and reporting of engineering activities in alignment with NEOM’s rigorous standards, policies, and vision.Role OverviewThe Engineering Manager is accountable for all engineering outcomes on assigned projects. You will be responsible for developing and managing engineering strategies, schedules, and deliverables, and for ensuring compliance with NEOM codes and stakeholder expectations. You will lead internal engineering teams and external resources, collaborate across project functions, and report to Project Managers/Directors on daily activities and project performance.This role covers engineering requirements for Neighborhoods, Anchor Assets, and Special Projects within THE LINE region.Key ResponsibilitiesDevelop and manage the engineering strategy, engineering management plan, and project-specific deliverables schedule.Define and implement risk management, stakeholder engagement, communication, and reporting plans.Provide engineering expertise, technical guidance, and deliverables in support of the Project Manager/Director.Ensure engineering output complies with all relevant NEOM codes, standards, and practices.Collaborate with cross-functional stakeholders, consultants, architects, and contractors to achieve project outcomes.Promote innovation and ensure engineering solutions are practical, sustainable, and aligned with project goals.Monitor and report engineering progress against the project schedule and performance metrics.Prepare scopes of work and evaluate technical proposals for engineering services and construction packages.Provide continuous engineering support throughout the project lifecycle.Key AccountabilitiesLead and manage engineering teams (permanent, temporary, consultants, secondees) to deliver agreed milestones and outcomes.Ensure engineering deliverables are aligned with broader project objectives.Oversee execution of all engineering-related activities within budget, schedule, and quality targets.Drive strategic risk management for all engineering aspects of the project.Manage resource planning, allocation, and procurement to meet project needs.Reporting StructureDay-to-day reporting to assigned Project Manager/Director.Strategic and critical reporting to the Senior Manager – Engineering Management and the Director of Engineering Management for status updates, leave, and pay matters.
