The Project Resource Manager is responsible for ensuring corporate governance, compliance, and resource management across the organization. This role requires a strong understanding of contract management, project governance, risk mitigation, and resource planning, ensuring compliance with internal policies, legal requirements, and best practices. The individual will act as a strategic partner across multiple departments, including Finance, Talent Management, and EPMO, while also overseeing government relations in Jordan and grant management initiatives with the government of Jordan and the US, World Bank, GiZ
Main Job Responsibilities:
Resource Management & Planning
- Develop resource plans for current and upcoming projects to ensure optimal allocation, and maintain throughout project lifecycles.
- Track resource availability and scheduling across all project teams.
- Forecast resource demand based on bids and new projects, balancing supply with organizational needs.
- Develop and implement workforce planning strategies to optimize the organization's workforce.
- Develop plans to address skills gaps and improve workforce performance.
- Monitor and analyze workforce data to identify trends and make recommendations for improvement.
- Collaborate with People & Culture and department managers to implement workforce plans.
- Monitoring current skill sets, creating necessary resource gap analyses, and sharing findings with the Talent Specialists and Leads to formulate hiring needs
- Overseeing all resources, optimizing the allocation of existing resources and understanding the need to bring in new resources based on project demand intake
- Communicating and collaborating with the PMO in regards to resource management plans,needs and appropriate allocation
- Weekly, monthly, and quarterly audits of project management system data and reports.
- Generate resource utilization and allocation reports with insights on optimization and risks.
- Track utilization rates, minimizing bench time while ensuring efficient resource deployment.
- Support the onboarding and integration of new hires into projects.
- Coordinate with other departments and functions to ensure alignment of workforce plans with overall organizational goals.
- Manage and prioritize multiple projects and initiatives related to workforce planning.
Governance & Compliance
- Ensure compliance with project governance standards and organizational policies.
- Drive, govern, and verify the delivery strategy, scope, LOE (Level of Effort), and resource plan creation for projects during contract, SOW, and change request phases.
- Conduct regular audits of project artifacts to ensure alignment with governance standards.
- Monitor and report on project delivery KPIs and SLAs across programs.
- Flag, track, and mitigate project risks throughout the lifecycle.
Communication
- Communicate workforce plans and progress to senior leadership.
- Collaborate with the Talent Specialists, Talent Leads and department managers to ensure alignment of workforce plans with departmental and organizational goals.
- Provide regular reports and updates on workforce planning to senior management and the Talent Manager.
- Regular meetings with project leaders and department heads.
General Responsibilities
- Continuously monitor workforce performance and make recommendations for improvement
- Identify and implement best practices in workforce planning
- Stay current with new trends and developments in workforce planning and analysis
- Provide guidance and support to department managers on workforce planning issues
- Ensure that data used for workforce planning is accurate and up-to-date
- Ensure that all workforce plans are in compliance with company policies and procedures.

Experience:
- 5+ years of experience in roles related to project management, workforce planning, operations, or a similar field.
Education:
- Bachelor’s degree in Business Management, Accounting, Engineering, Mathematics, Information Technology, or any similar field.

- Sunday-Thursday or Monday-Friday
- 12 pm - 8 pm Jordan local time, with some flexibility
